A violation of bus etiquette

There are a few rules that govern polite behaviour on buses. One of them relates to seats that are three berths wide. Normally the first individual will take one end, and a second person may take the other end. The seat is now full, despite the fact that there is a third position still technically available. This is the normal procedure for operating such a seat. This morning a passenger (not me) sat between two gentlemen who were already occupying that seat in the accepted manner. Though no verbal complaint was made, the two original occupants were obviously distressed at the newcomer's lack of consideration for bus etiquette.

PS - Part of the reason for this rule is the smallish size of the three-wide seats.
PPS - Taking the middle position first is also a definite no-no.
